CRIMINAL JUSTICE: Strategic Planning
For the juvenile court of a large urban circuit, assisted the judiciary and administration to prepare the court's strategic plans. The plans included:
the development of new organization structures and staffing patterns;
the preparation of organization manuals, and position descriptions and operations standards;
the general design of on-line court-room, and jail data processing systems; and
detailed plans for implementation.
CIRCUIT COURT: Organization and Operations Planning
For the Circuit court of Cook County, the largest court system in the United States, then growing at a rate of 20% per annum, performed a diagnostic appraisal, an operations review and a detailed work flow and scheduling analysis.
The objective of the project was to increase the effectiveness and efficiency of the court system by introducing new organization structures, modern management methods, new processing and scheduling procedures and sophisticated information and statistical systems on which informed management and work scheduling decisions could be made.
The organizational appraisal investigated the entire structure of the court, judicial and clerical, all divisions:- civil, probate, and criminal (misdemeanor, felony, grand jury, juvenile, probation and detention center). It investigated the structure, management, administration, compensation and training.
The operations analysis included a detailed investigation of all the work flow and scheduling processes of each court room in the system. It also included a detailed study of the interfaces and information transfer procedures with all the justice agencies of the county, including the 127 law enforcement agencies, as well as those of the state and federal governments. Detailed action plans were developed for the improvement of the court.
New management and administrative methods were installed. The most modern case management and scheduling systems were designed and implemented.
CIRCUIT COURT: Organization and Operations Planning
For the largest circuit court of the state of Ohio, performed a detailed analysis of the organization and operations of its Juvenile Court division, its Probation Department and its Detention Center and developed a detailed plan of improvement.
The overall objectives for the plan were:
to reduce the backlog of the court;
to increase the efficiency and effectiveness of the courts operating departments;
to introduce effective structures, modern management approaches, efficient processing methods and new scheduling techniques.
As a result of the plan new organization structures were adopted, departmental plans were developed, new manual systems were introduced and computer on-line case-management, inmate-tracking and court scheduling systems were designed and installed.
CITY GOVERNMENT: Reorganization - Cost Reduction Planning
For a major Midwestern city, performed diagnostic appraisals of a number of departments including Finance, Roads, Sanitation, Fire and Data Processing. Developed plans with senior city staff for reducing costs and improving performance. Costs were reduced by an average of 10% .
STATE GOVERNMENT: Reorganization/Reconstruction Planning
For the departments of health and welfare of six Midwest states performed diagnostic appraisals of their organizations and operations. With the senior staffs of the agencies developed detailed plans for organizational and operational improvements.
Provided guidance and assistance to the departments as they implemented their plans.
CORRECTIONS: Organization and Operations Planning
For the penitentiary system of a mid-western state, performed a detailed analysis of all the operations and functions of the system including the penal industry and state vehicle and equipment repair divisions.
Developed plans for new organization structures, new operating procedures, new record keeping methods and new management methods for the department. Developed strategic plans for the improvement of the manufacturing and equipment repair divisions and the increased efficiency of their shops. Planned, designed and guided the implementation of the computer Inmate Information System and other accounting and management systems.

For the circuit court of a populous Illinois County, performed a detailed analysis of its organization, scheduling and operations, work flow, systems, and management decision- making.
Developed detailed plans of organization, scheduling and operating systems and new work flows. Assisted the senior administrators in implementing the systems.
STATE GOVERNMENT: Reorganization Planning
For an eastern maritime state whose environmental protection functions were spread through a number of agencies, performed a diagnostic appraisal of those functions, the organizations that performed them and the effectiveness of control.
Developed detailed plans for combining the functions into a single department and designed the overall systems of management and control.
CORRECTIONS: Organization Planning and Development
For a state department of correction:
Performed a diagnostic appraisal of its overall structure, management, operations and effectiveness;
Performed an analysis of the intake, diagnostic and evaluation process for all the adult offenders entering the system;
Developed detailed plans for the creation of a new Diagnostic And Evaluation Center, covering all inmates of the system;
Prepared evaluation and diagnostic procedures and tests.
The project included the analysis of all operations and workflows in the process: its record-keeping; its custodial and maintenance functions; its medical, psychiatric, social work and other diagnostic and evaluation functions; its treatment prescription and penitentiary transfers; its work assignments and its catering. The project also addressed the department's anagement and program activities.
Upon the results of the analysis, and with the assistance of psychiatrists, psychologists and sociologists assigned by the state, designed an entirely new Intake, Diagnostic and Program Assignment system.
With the assistance of senior custodial staff, developed for the center the plan of organization, position descriptions and job standards.
Also designed the on-line inmate tracking/information system.
LOCAL GOVERNMENT: Computer Selection
For local government agencies, including city and county boards, selected computer hardware and software, negotiated price and performance contracts with vendors and supervised the installation and implementation of the systems.

The system manages the courts 500,000 criminal cases annually at the Juvenile, Misdemeanor, Grand Jury and Felony levels. It coordinates the activities of all the circuit's 130 criminal justice agencies. It provides the basis for the justice system"s evaluation and management.

For the national bank of an East European country, developed the strategic plan to create, staff, equip and develop systems for a central data processing function. Guided the initial stages of staff selection and training and equipment and systems installation.

For a state department of environmental control designed and developed on-line data processing systems for the measurement and control of pollution in its surface, ground and open waters and the management, on a state wide basis, of its entire water resources.

COMPUTER SERVICE BUREAU: Evaluation and Planning
For the Federal Home Loan Bank, performed a complete review of the management and systems of one of its D.P. service bureaus. The bureau served some 150 S&Ls throughout its area and controlled approximately 14 billion dollars in assets. All institutions were on-line to the bureau. The evaluation included an appraisal of management and all systems development and maintenance functions. It also included an examination of all systems and software to estimate their effectiveness and efficiency.The plan was directed towards the correction of pressing deficiencies and the long term improvement of the operation.
FEDERAL GOVERNMENT: Computer Security Planning
For the Federal Home Loan Bank performed a security review of two of its service bureau data centers. The bureaus served over 400 financial institutions and controlled assets and liabilities of over 100 billion dollars. All the institutions were on-line to the service bureau. Application systems were both on-line/real-time and batch.
The plan included:

a review of the security controls of all applications~
an evaluation of applications maintenance and development practices~
an evaluation of management security practices.
Detailed action plans for the improvement of security.
The investigation was conducted using both analytic and threat scenario techniques.
FIRE DEPARTMENT: Organization & Operations Development
For the Fire Department of a major Midwestern city, performed a diagnostic appraisal of the entire organization, its structure, management systems, operating systems and cost control functions. Developed detailed implementation plans for the restructuring of the organization, developing new systems and increasing the efficiency of its major operations.
